In a groundbreaking move, the South Australian Parliament has passed landmark legislation that could see casino operators slapped with fines of as much as $75 million for breaching the state's laws. The move is likely to signal a new era of accountability in the gaming industry.

The Key points:

  • The Malinauskas Labor Government in South Australia has introduced nation-leading casino penalties.

  • Maximum fines for breaching casino laws have rocketed from $100,000 to $75 million.

  • The new laws comprehensively cover both past and future conduct by casino operators.

  • Criminal offences respecting casino operations have been made to attract significantly higher penalties.

In response to the now widespread misconduct at casinos, the South Australian government has significantly lifted penalties for any breach in the state's casino laws. The new law comes on the heels of the $67 million fine against the casino SkyCity Adelaide for breaching anti-money laundering legislation. As part of the changes, this new law lifts the maximum penalty from $100 000 to $75 million - for both past and future breaches. Major increases have also been made in penalties for criminal offenses on financial mismanagement and tax evasion.

Why It Matters: These harsher punishments are important to make sure operators can't simply write fines off as the cost of doing business and that they in fact do take their responsibilities seriously. By putting in place some of the toughest casino regulations throughout the nation, South Australia is raising the standards on the commitment of accountability in the gambling industry. This is, in essence, a consumer protection measure, an AML measure, and one to protect the integrity of the State's casinos.

Big Picture: These severe penalties imposed will have a wider ramification on the gambling industry in the entire nation. Other states could follow this good example of the State of South Australia, therefore, triggering a national reform in the casino regulations. This may ensure increased transparency, reduced money laundering, and increased protection for gamblers throughout the nation. This indeed has sent a strong signal to all international casino operators of how much Australia is determined to maintain high standards in its betting industry.

South Australian Businesses Thrive as Government Procurement Shifts to Local Focus

This underlines the Malinauskas government's commitment to backing local suppliers and helping the economy grow, with an extra $1 billion of government contracts successfully secured by South Australian businesses.

Government expenditure with South Australian businesses has increased by 37% in just one year, up from $3.1 billion to $4.4 billion.

The Key points:

  • The percentage of government procurement spend by SA businesses is up to 85%, a considerable increase from 71% in 2021-22.

  • The new Forward Procurement Plan outlines planned government procurement spend over the next three years to make it easier for businesses to find procurement opportunities and to improve transparency.

  • Supporting local businesses has been made even easier with a newly available government website called Buying4SA catering to all procurement opportunities and a place to bid on tenders.

Any changes put in place by the South Australian government have been rather successful, evidenced in its procurement policy where there has been quite a fair share of increase in awards to local companies.

The spend with SA businesses leaped by $1.3 billion in the previous financial year to almost $4.4 billion. This shift has resulted in 85% of the government procurement spend currently being dominated by local firms, compared to previous years-a great improvement in support for local companies.

Further to that, the government developed tools such as the Forward Procurement Plan and the Buying4SA website to make the process easier for local companies. Thus, the process of finding and applying for contract work became much more straightforward.

Why it matters: Such initiative will drive regional economic activities for the time the national economy is experiencing a slowdown. By giving priority to local businesses in government spending, the policy will impact positively on job creation, fostering business activities and ensuring a continuous flow of money within the state economy. It is also competitive for companies that are based in South Australia to grow and probably compete in more markets beyond the state.

Big Picture: This procurement policy could have much farther-reaching effects than just economic development in South Australia. With a more robust local business sector, there comes with it, as an idea, more innovation, job creation, and economic resilience for the state.

This model can be copied onto other states, or even replicated nationally, with its changed system of government procurement across Australia. This therefore should be seen as positive for the development of a more diverse and robust national economy, with sounder regional business sectors.
