🗞️ WHAT YOU SHOULD KNOW
Enhancing Safety and Fairness in South Australia's Taxi Services
Image: Tom Koutsantonis FB page
Recommendations on the best ways to improve safety, reliability and fairness have come after a comprehensive review into South Australia's taxi, Access cab, chauffeur and rideshare industries.
The Details :The Malinauskas Government has committed to a comprehensive review of all point-to-point passenger transport services in South Australia, including taxis and rideshare services; thorough inspections regarding vehicle safety standards, driver qualifications, and service reliability are to be undertaken.
This audit will include comprehensive checks on the safety standards of the vehicles, driver qualifications, and service reliability. Safety and security concerns about customers have included vehicle tracking and easily identifiable drivers.
The changes: The proposed reforms aim to make more taxis available across South Australia and account for surge pricing, lower fares, and increased service coverage. Other important recommendations include removing the service delivery impediments for regional South Australia and city fringes; immediate abolition of Adelaide's taxi license cap; new sanctions imposed; penalties permitted for incorrect use of meters and EFTPOS machines; cameras fitted on all point-to-point vehicles to be mandated; a requirement for common vehicle inspection.
The Australian taxi fares remain regulated, indexed annually. It is also recommended that a new ministerial power is established for approval to surcharge on regulated fares due to increased fuel prices, weekend work, public holidays, and after-hours services. It also proposed the limitation or capping of surge pricing.
What Next: The taxi industry is seeking a complete restructuring of the taxi license system following the review. It wants a buy-back program led by the State Government and the issuing of licenses annually so that market needs can be met as it continues to evolve. It also wants the State Government to assist it in controlling the decline of license and leasing value, which has seen a reduction by over 50% in taxi services since the advent of rideshare.
The review also recommended a Taxi Industry Reform Package in South Australia, which, among other things, returns the taxi licenses to the owners of metropolitan taxis before the rideshare market is instituted. For the respective general license owner, the compensation will be $200,000 for the first license and $10,000 for all the others; for an Access Taxi license holder, $100,000 for the first and $10,000 for subsequent ones.
Why it matters: The review flagged fundamental change in the delivery of Access Taxi services. The review found reports of significant delays in matching customers with disabilities with a taxi-including approximately 7000 customers waiting more than half an hour for a taxi-impacting, on average, 580 clients per month. In the year to July 2024, nearly 7000 customers waited longer than half an hour for an Access Taxi to arrive-which is about 580 clients a month. The Government will conduct a market sounding process to identify viable options for a fundamentally new delivery model.
Bottom line: The Government's decision to provide financial support to the Access Taxi licence holders signals a commitment to improve the accessibility and quality of the service to people with a disability. Exploring new delivery models could see significant gains in the efficiency and reliability of the Access Taxis services.

Expansion of River Torrens Linear Park Trail: New Green Space Planned
Image : Peter Malinauskas FB page
The Malinauskas Labor Government is going to extend the River Torrens Linear Park Trail in the former West End Brewery in Thebarton and create an extra 6000 square meters of green space.
The Details : Adelaide Park Lands and Linear Trail to be connected through a billion-dollar development featuring additional green space - now open to public consultation.
The West End project of 1000 homes will establish a vibrant, climate-resilient, mixed-use community on 8.4 hectares of land that will set the benchmark for inner city living.
The team leading the design of the new development in River Torrens Linear Park consists of a number of global design firms such as Arup, Breathe Architecture, and TCL in collaboration with Renewal SA to create a master plan.
The scheme proposes 1,000 homes including 20% affordable housing, 6000 sqm of public space, an integrated street, cycle, walking and public transport network, a variety of different medium- to high-density properties, sustainable buildings, 30% tree canopy cover, with a 6 Star Green Star Communities rating. More than 4,000 jobs will be created in construction and the history and heritage of the site will continue to be celebrated.
Have you say: South Australians are being invited to have their say on the draft master plan to help refine and guide the final design. Community drop-in sessions will be held on 31 August and 5 September, with online views open from 31 August - 22 September. Construction is expected to commence in mid-2025, with the first residents expected to move in 2027.
Why it matters : The draft master plan for this development will set the vision for the future of the site, ensuring the site is developed in a manner that best suits community needs and aspirations. By providing feedback, South Australians can help shape a sustainable and vibrant space that respects the history of the area while providing new economic opportunities for the region.
Bottom line: Community input is vital to help outline future development, and so one should attend either a drop-in session or make sure online views are considered to be able to make a difference in the planning process. Your feedback will shape a space for current and future generations in South Australia.

REVIEW
We visited the restaurant at 12 noon on Saturday and found it to be uncrowded at that time. The restaurant has a modern and stylish interior with a cozy atmosphere and comfortable, well-spaced seating that provides privacy to diners.
We ordered mini pho, special chicken fried rice, and sizzling noodles, and our food came in 5 to 6 minutes.
The staff at Jarn Leva Vietnamese are friendly and attentive, providing excellent customer service. They have vegetarian and gluten-free options on their menu, which I particularly like.
The restaurant also offers takeaway and delivery services. If you love Vietnamese food, you should definitely try them. They have lots of different Vietnamese dishes that you can pick from, like pho, banh mi, Bo Kho or Mien Ga Cay. - Miko Santos
