Proposed Bill Aims to Ban Social Media Access for Kids Under 14

The premier, Peter Malinauskas, has today released a report by former Chief Justice of the High Court Honourable Robert French AC detailing a bill to ban children under the age of 14 from accessing social media.
Background: The Premier commissioned an Independent Legal Examination in May amidst swelling concerns from professionals, teachers and parents about the potential harm that use of social media is causing to the mental health, wellbeing and development of children.
The Details: It proposes a 276-page bill with exhaustive legislative framework to ban social media access to children under 14 and requires parental consent from the social media platforms for allowing kids aged 14 and 15 years to use their platforms. Children [Social Media Safety] Bill 2024 makes it binding on the social media platforms to implement measures to ensure that individual children of specific age brackets, particularly those below the age bracket of 14 years, are barred from accessing their services. Providers shall, taking due regard for available technology and procedures, make reasonable systemic efforts to prevent children under the restricted age ranges from accessing social media platforms.
Implementations and Next Steps: The system shall be overseen by an appointed regulator responsible for ensuring social media platforms comply with the regulations and shall apply various sanctions for violations, including quite significant financial penalties.
The families of children who suffer mental or physical harm as a consequence of access to social media would have the right to sue for damages in circumstances when a provider had breached their duty under the Act. Any social media platforms, which demonstrate positive effects on children, such as school-based platforms, may request an exemption under the Act in certain conditions.
The Malinauskas Government will now carefully consider Mr French's report and will begin consultations this week on the draft framework bill. While Mr French's review respects the state's and the Commonwealth's independence, consistency across states or a lead from the Commonwealth is better.
Why it matters: A harmonized approach would mean coherence and clarity for social media platforms, parents, and children alike, and would therefore be better protection for children online; in parallel, this would ensure a more workable regulatory framework.

The state government has committed over $5 million for the facility, which is crucial for the agricultural and livestock industries in the region.
✈️The Royal Flying Doctor Service series-the Logie award-winning series from TV Week-has flown into South Australia for the first time and brought with it $10 million into the state's economy. Filming is being undertaken throughout regional South Australia, including at Adelaide Studios, the Port Augusta RFDS base and Quorn. The Logie winning series was previously filmed at Broken Hill, where works are taking place at the airport, runway and RFDS facilities.
🚨 Chris Mailley, a Senior Constable in Naracoorte, South Australia, has been named the 2024 South Australia Police Officer of the Year by the Rotary Club of Unley in partnership with South Australia Police (SAPOL). His dedication to the community and his work in SAPOL's Family Violence Investigation Section inspired the development of the 'Upper South East Domestic Abuse Program' (USEDAP), which raises funds for life-threatening domestic situations.
🎾Thanasi Kokkinakis is set to compete in the Adelaide International 2025, a combined WTA 500 and ATP 250 tournament, featuring 148 of the world's top tennis stars from 6-11 January 2025.
🛏️ The Malinauskas Labor Government is in full swing, delivering 130 extra beds for southern suburbs residents by the end of next year. The government is also fast-tracking an additional 12 beds at Noarlunga Hospital and 8 extra beds at Flinders Medical Centre, ensuring the construction of all three southern Adelaide hospitals is completed.

First Confirmation of Tomato Brown Rugose Virus in Australia
Confirmations of the presence of Tomato Brown Rugose Fruit Virus (ToBRFV) have occurred at three Northern Adelaide Plains premises.
The Department of Primary Industries and Regions took immediate action in response to the virus outbreak and put in place quarantine measures. This is the first-ever confirmation in Australia, and as such, assurance is given to South Australians that the virus does not pose any threat to human health.
What Next: Response activities include surveillance and tracing. The PIRSA is working with the affected businesses to work out the outbreak. More than 2,000 plant samples had been collected for testing from September 3, 2024, from 18 businesses involving 84 greenhouses. At this stage of the response, it was not in a position to determine the extent of spread of the disease. While South Australia has applied controls on the movement and quarantine measures inside the affected areas and at property boundaries to avoid the spread of risk material and lessen cross contamination.
Priority of the federal and state governments has been to make the surveillance and tracing as strong as possible so that there is absolute confidence in knowing how far the disease may have spread. Industry body AusVeg hosted a meeting with PIRSA to update growers on the current situation and the process going forward. DAFF is in regular contact with its counterparts in New Zealand regarding progress on this incursion and working toward aiming for reinstatement of trade.
PIRSA is seeking the assistance of producers, home growers and consumers to report any suspicious spotting, discoloration, or wilting of tomato plants or fruit to the 24/7 Exotic Plant Pest Hotline on 1800 084 881.
Why it matters: Early detection and reporting of this potential invasion will be indispensable in preventing the spread of diseases and safeguarding the Australian horticulture industry. It is our cooperation and vigilance that can afford us a minimal impact of these threats on our crops and the economy.
Bottomline: Everybody must be vigilant to protect the industry by immediately reporting any suspicious signs of disease. Such a partnership by Australia and New Zealand shows serious joint commitment to the protection of agricultural interests in the region.

Open Mic Poetry Reading
The Positively Adelaide went along to the open mic poetry reading at 118 Covenant Café, Shop 1/118 Bridge Road, Pooraka.
The lovely Ugnayang Sining at Pamana Collective organised the event to celebrate National Poetry Month and Filipino Heritage: Buwan ng Wika.
The place was absolutely buzzing with people who love poetry and Filipino food! The event started at 5:30pm and finished around 9pm. Aside from poetry, they also had two bands who played Filipino music and the customers were loving the music while eating their favourite Filipino food! - Miko Santos

We popped by the restaurant at 10 am on Saturday and, wouldn't you know it, it was absolutely packed!
The lovely folks at Nalou Kitchen are super friendly and the atmosphere is so relaxing. The menu has a great range of dishes and, honestly, most of the food was incredible! It was all so fresh, healthy and presented so beautifully.
The only slight hiccup was that when we ordered food with eggs, the poached eggs were well done and not runny. I ordered eggs benedict and the yolk was so solid it didn't run. But, honestly, that's just a minor detail and it's still a fantastic place! - Miko Santos
